This paper analyzes the effect of Indonesia's decentralization and democratization at the local level for the level of public services. In particular we look at the effects on education, health, and public infrastructure (roads and water provision). We seek to understand whether there are distinctive patterns behind the observed overall effects. Did these reforms lead to divergence with high performers forging ahead and lagging districts left behind or do we observe convergence of public service delivery levels instead?
