Hans-Helmuth Gander studierte Philosophie, Psychologie, Kunstgeschichte, Germanistik, Theater-, Film- und Fernsehwissenschaften sowie Volkswirtschaftslehre an den Universitäten Köln, Saarbrücken und Freiburg. Hier 1987 Promotion mit der Dissertation „Philosophie und Wissenschaft. Beiträge zur phänomenologischen Destruktion ihres metaphysischen Grundlegungsverhältnisses“, 1998 Habilitation mit der Schrift „Selbstverständnis und Lebenswelt. Grundzüge einer phänomenologischen  Hermeneutik“. Lehrtätigkeit an den Universitäten Freiburg, Stuttgart, Tübingen. Seit 2003 Professor für Philosophie und Direktor des Husserl-Achivs der Universität Freiburg. Forschungsstipendien und Gastdozenturen u.a. an der Slowakischen Akademie der Wissenschaften Bratislawa (1991/92), Humboldt Universität zu Berlin (2002), Seoul National University (2007), Gakushuin University Tokyo (2008), Consejo Superior de Investigaciones Cientificas, Madrid (2008-2011), Sun-Yat-sen University Guangzhou (2009).  Husserl Memorial Lecture der Universität Leuven, 2005, Medienpreis der Universität Freiburg, 2008, Europa Lecture der Tonji University Shanghai, 2009.

FRIAS-Projekt

Increasing civil security without limiting the freedom of citizens: this is one of the big tasks security politics and the law of national security presently have to address. The known threats in mind, it has to be solved in what amount individual and societal liberty can be restrained to be able to live in security. Beyond the critical discussion about the legitimacy of single surveillance measures the goal is to establish a more general basis for developing a balance between liberty and security. This discourse has to take into consideration not only the national level but also the European level which is going to increase in importance. Furthermore, the following aspects have to be addressed: the acceptance of a new security law, a possibly new determination of social obligation of the citizens, the proportionality between threats and security measures which restrain civil liberties as well as the confidence in a constitutional and liberty preserving realisation of security technologies.
